Then, allow all file access, go to configuration wizard, I'm here to mod, configure scoped storage, click on Download folder, then click arrows on the file, allow unknown sources if needed, click install, then BAM! Go to unknown sources in Quest Library, find unknown sources, click on the game, you're in.
